1-Job title: Receptionist

Role synopsis:
The receptionist will be allocated in Noufleen I and will become for focal point for ALL visitors to BP Libya. The receptionist will also monitor and control the main office telephone exchange during normal working hours 0830hrs – 1700hrs (0900hrs to 1500hrs during Ramadan.

Key accountabilities:
Answer the phone within three rings with appropriate greetings and company identification. Answering and sorting phone calls, Safe handling of telephone board. Receive telephone calls and transfer it to the concerned staff promptly with utmost courtesy, Demonstrate efficiency and professionalism while handling calls, Check with called whether they need to transfer the telephone calls to the colleague in case the Person he called is not available, Receive messages from caller with details in staff's absence and pass it to the staff. Maintain register of international calls made, and classify personal calls and company calls. Manning and managing front desk duties: Receive customers/ visitors to the office and guide them. Perform the office HSE induction ( Fire Exits and Emergency Procedure). Distribute the BP Visitors Information Book. Make sure that all visitors has got the BP visitor badge Make sure that all visitors sign in the visitors book and get escorted inside the office by the employee they are visiting. Respond politely to the other person's queries and information. Handling Courier ( Incoming courier only). Sorting the reception faxes . Handling letters. Maintain/update Telephone List. Follow up with Telephone Companies on the telephone applications, transfer, termination, …etc. Supporting Admin. team in various tasks and perform other duties that may be assigned by the Office Services Manager. 2- Job title : Libya HSSE Coach/Trainer

Role synopsis:
-A member of the Libya HSSE team supporting the coaching and training requirements of the operating teams and Contractors. Working with the HSSE function, third party training providers, BP Libya and Contractor staff to improve the basic and special HSSE competencies and behaviors through formal classroom training, site coaching of individuals and teams.
-Provides coaching and direction at all levels of the organization, across a wide range of stakeholders, leading and promoting HSE and acting as a key catalyst in continuing to drive HSE excellence in the line organization.
-Provides analysis and review of the organizations safety culture, identifying key areas that can be enhanced to continuously improve safety performance and reinforce a positive safety culture. The focus is not only on personal safety, but also on reduction of major risks and hazards.
-Facilitate a culture of inquiry, learning and continuous improvement across the business, to ensure existing HSE processes, standards and procedures are reviewed, understood and improved.
-Support the delivery of the Libya HSSE plan and performance delivery.

Key accountabilities:
-Provide technical and behavioral HSE training and advice to the Libya operations teams, BP and Contractors.
-Facilitate continual improvement in the HSE culture through the mechanisms of regular audits and delivering coaching to BP and Contractors.
-Working with the HSE and Operations teams in the field locations, review performance data to identify systemic or programmatic issues; develop both short and longer term plans and direction to mitigate these risks.
-To regularly engage and coach Libya operations leadership teams to retain management focus on HSSE performance delivery.
-To provide assurance on safety matters by developing and participating in audits, incident investigations and inspections.
-To assist with the Coaching, Mentoring and Development of Contractor staff.
-To assist Libya Contract Accountable Managers (CAMs) with Contractor HSE Management Plans.
-To assist with the development of HSSE & ER Awareness Programs and Training Programs across the organization.
-To co-ordinate and support the development of HSE Committees, and focused HSE Work Groups within the organization.

3-Job title: Drilling HSE Advisor

Role synopsis: Assist Drilling Team with implementing and maintaining an effective health and safety program to provide a safe working environment for all employees at the rig site.

The Libya onshore drilling program is scheduled for a minimum of 12 wells and is expected to last for 4 years, until the end of the exploration license. Dependant on exploration success additional rigs will be added to the first rig now being contracted.

The post will report to the Drilling Well Site Leader. (Depending upon the outcome of the E&P and NASPU restructure to a ‘Functional Organization model’, the reporting relationship could change to the Libya Wells HSSE T/L) The post will be rotational. The role will be based in Tripoli working with the Drilling contractor in preparations for the rig startup. Once the land rig operations commence in 3Q 2010 the post will be based at the Onshore Rig in the Gadames Basin approximately 700kms inland from Tripoli.

Key accountabilities:
-Support accident and incident prevention programs. Specific areas of focus will be the higher risk aspects of the site activities, e.g., cranes and rigging operations, dropped objects prevention, fall protection, risk and hazard identification and hand safety.
-Lead in the development and execution of rig-specific health, safety and environmental assurance processes, safety management program gap analysis and bridging documents.
-Work with Wells line management to ensure that all rig based personnel receive appropriate and required training in health, safety and environmental systems and procedures.
-Participate as required in accident/incident investigations and case management of wells related injuries/incidents.
-Maintain accurate well operation accident/incident records and prepare reports to management on Health, Safety and Environmental Performance.
-Conduct and participate in reviews, inspections and audits of contractor drilling facilities in support of BP’s Contractor Selection and Retention Program to continually improve health, safety and environmental performance.
-Support Libya health, safety and environmental training programs by assisting as required in the preparation of and/or conducting health and safety related training.
-Assist as necessary in the handling of third party personal injury investigations.
-Participate in the Incident Management System and respond as needed at any time day or night to events in support of drilling operations.
-Work to ensure consistency of approach and application of health, safety and environmental programs across the Wells Team.
-Take ownership of and/or assist with the health, safety and environmental aspects of bringing new rigs into Wells Operations as well as the transition of existing rigs between business areas.
-Participate in Wells related meetings, e.g., Performance Unit Operations meetings, Well site Supervisors meetings and Drilling Contractors meetings.
-Assist with industrial hygiene surveys as appropriate to ensure that employees are adequately protected from hazards. Recommend controls for exposures and assist in implementation as needed.
-Assure that appropriate BPXL OMS requirements are met by the wells operations.
-Assess and support contractor HSE advisor if needed.
-Follow up on Droped Objects and Lifting campaign.

Essential criteria & qualifications:
-Related degree or equivalent
-Proven experience in Health, Safety, Security, Environmental (HSSE) disciplines.
-Experience working as Drilling HSE Advisor
-Experience working on Land Rig Drilling Operation
-Familiarity with applicable industry and government safety, health standards and regulations.
-Strong facilitation skills for use in leading team meetings, incident investigations, risk assessments, etc.
-Proficient user of computer applications, Word, Excel, PowerPoint.
-English speaking

4-Job title: Land Transport Supervisor

Role synopsis:
To ensure Libya Exploration Land Transport of Equipment, Personnel and Material movement is compliant with all BP HSE policies GRP 3.7-0002, Local Laws and Regulations and the BP Land Transport Management System.
This is a residential position, the post will be located in Tripoli with regular travel between the Misratah base and the rig site in the Gadames basin. Driving and land transport is considered to be the highest personal safety risk in Libya.

Key accountabilities:
-Ensure all project related vehicles and equipment meet Libyan Law and NASPU – Libya LTMS.
-Supervise the site based Land Transport Coordinators across all teams. This will require effective coaching and training and use of effective personal development plans(PDP’s).
-Monitor Contractors HSE Performances and initiatives for compliance to BP Standards GRP 3.7-0002.
-Plan and coordinate road haulage, distribution and passenger transport operations, including routes and schedules to field location.
-Working with Base Manager and contractors, planning routes, and generating Journey Management plans (JMP’s).
-Perform inspection of all trucks and vehicles that will be involved with any journey concerning BP to ensure that the trucks meet the requirements in BP’s LTMS.
-Perform inspections of all loads to ensure that all equipment and material is secured as per the LTMS requirements.
-Monitor the practices and procedures of all activities in relation to the transport of dangerous and / or hazardous goods.
-Compiling performance reports for Line Manager
-Overseeing / scrutinizing Contract Performances and reporting findings to Line Manager.
-Record and report all non-compliance of BP standards to Line Manager.
-Monitor vehicle and driving standards within the operation, including contractors.
-Coach and train BP and Contractor staff on the requirements of the Libya Land transport management system (LTMS) and correct situations where there is non compliance and or violations
-To ensure the BP driving standard is effectively imbedded in the BP operations.
-To actively participate in the transportation risk assessment process
-To participate in the accident/incident investigation process (where required)
-Carry out transportation audits and or reviews when requested
-To regularly provide all management/contractors with accurate advice transportation issues.
-To ensure that the Vehicle Monitoring System (VMS) is being managed and report any and all violations of this policy.
-To effectively and accurately report transport related safety incidents
-To ensure full compliance with BP’s golden rules of Transport safety
-To work within an HSSE system that promotes a culture of openness, has the initiative to continually improve and has no limits to learning
-To develop a transportation audit protocol and supporting documentation
-To ensure best practice is understood and shared between other International Oil Companies (IOCs), NOC and establish a data base of lessons learned


Essential criteria & qualifications:
-Experience in Drilling Land Transport, Heavy Hauling, Fleet Management and Dangerous.
-Goods, application of LTMS in similar situations.
-CPC National Road Haulage – or equivalent
-Dangerous Goods Safety Qualified
-Computer Literate in Excel and Word.

Knowledgeable of Local and International regulations for Land Transport of Personnel, Equipment and Materials.
