The United States Embassy in Tripoli, Libya is seeking an individual for the position of Community Liaison Office Coordinator (CLO).



BASIC FUNCTION OF POSITION:

The Community Liaison Office Coordinator serves all USG employees and family members stationed at post. The CLO strives to maintain and improve the morale and quality of life of Embassy employees and their families by directing and coordinating various programs and services, such as: newcomer-sponsorship/orientation program, education liaison, crisis management services, cultural events, recreational activities, guidance and referral and family member employment. The CLO also edits and produces a monthly newsletter. This position reports directly to the Management Officer. No supervisory responsibilities are assigned.




QUALIFICATIONS REQUIRED:


Note:All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

High School diploma or higher-level education is required.
Level IV (advanced Professional Proficiency) Speaking/Reading/Writing English required.
Experience in the use of the Microsoft computer environment and ability to draft and edit material for publication required.

DEFINITIONS:

AEFM: A type of EFM that is eligible for direct hire employment on either a Family Member Appointment (FMA) or Temporary Appointment (TEMP) provided she/he meets all of the following criteria:

-- Spouse or dependent who is at least age 18;

-- Listed on the travel orders of a Foreign or Civil Service or uniformed service member permanently assigned to or stationed at a US Foreign Service post or establishment abroad with a USG agency that is under COM authority;

-- Does not receive a USG annuity of pension based on a career in the US Civil, Foreign, or uniform services.


Highest Previous Rate (HPR)
If you have worked in a government Civil Service or FMA position (for more than 90 days) and have established a grade and step salary level, you are eligible to be appointed at your Highest Previous Rate.

Superior Qualifications Rate (SQR)

University degree is required.
Three years in a responsible position in an administrative field is required.
One year working with the Libyan Government, or two years administrative experience with the U.S. Embassy is required.
Level IV (fluent) speaking, reading and writing in English and Arabic is required.
Must have superb knowledge of the Libyan governmental structure and bureaucracy; how to get things done within the bureaucracy, and where to go to find out information.
Must have superb understanding of Libyan culture, etiquette and social mores, and how they fit into the political and governmental structure.
Must be able to write diplomatic notes and other reports or correspondence concisely and appropriately in English and Arabic.
Must possess strong interpersonal, organizational and managerial skills, and must be able to appropriately supervise one staff member.
Good working knowledge of Microsoft Word, Excel, Outlook and Outlook database are required.

Prepares documents and forms for shipments in an out of Tripoli and USG property. Coordinates the receipt of delivery order from Shipping Supervisor and prepare protocol exemptions, custom clearances and other approval required from the Government of Libya for the official USG shipments, equipment, goods and supplies as well as household and personal effects of US citizen personnel assigned to Libya.


REQUIRED QUALIFICATIONS:

Completion of secondary school is required.
Level III (good working knowledge) of English for both reading and writing is required. Level IV(fluent) level of Arabic is required.
Must be familiar with the basic concepts of customs clearances, shipping and transportation.
Good working knowledge and with computers and accessing shared drive files, MS Word, Excel and Outlook is required.
Basic typing skills is required.
Must also be able to establish and maintain an effective network among shipping companies.
Should also have the requisite driving skills in order to operate official vehicles.
