Structural Superintendent

The Project: Educational Facilities / Buildings
Founded in 1957, Al Fateh University is the largest and most respected institute of higher education in Libya. The expansion of Al Fateh includes new facilities, extensions to existing facilities and general infrastructure improvements to support the facilities upgrade.
The project consists of 2 University Campuses with 39 faculties buildings, of more than 1.6 mil sqm total built up area, interfaces and infrastructure.
Hill International provides Production of Design Management Procedures Manual and Tender Document Checklist Formulation of Consultants Agreement, Consultants Progress Review Technical Audit Team support and Construction Supervision.

Location: Tripoli- Libya (North Africa)

Qualifications & Skills

• 4 Years University Degree in Civil-Structural Engineering preferably western educated
• Excellent command of the English language
• 10 -15 years of general experience
• Preferable Experience in buildings, schools, offices, hotels, malls, residential complexes etc
• Previous experience in the Gulf or N. Africa Countries is required.
• Previous experience as Structural Superintendent in one major project with a Building Services Consultancy preferable.

Duties & Responsibilities

The Superintendents will report directly to the Construction Manager.

1. Review the contracts documents (drawings and specification related to his discipline) and advise the Construction manager of any deficiency.
2. Review Contractor’s submittals, related to his discipline and ensure its compliance with concept design contract requirements and ensure it is properly coordinated with other disciplines.
3. Review shop drawings related to his discipline and ensure its compliance with design requirements and contract requirements and that it is properly coordinated with other disciplines and submitted as per the approved schedules.
4. Review and approve Materials related to his discipline, ensuring compliance with contract requirements and that is submitted as per the approved Project Construction schedule.
5. Regular visits to Project site to ensure quality of work is in compliance with contract requirements, good construction practice is in effect, only approved materials are used and compliance with shop drawings. Report any deviations to Construction manager.
6. Ensure that the Contractor has submitted the Method Statement (MS), Quality Control Procedure (QCP) and Inspection & Test Plan (ITP) prior to starting the relevant activity. Ensure Inspection & Test Plans and other Quality Verification Forms address all necessary information outlined in the project specification or in the Manufacturer recommendations.
7. Review and approve method Statement (MS) Quality Control Procedure (QCP) and Inspection & Test Plan (ITP) as submitted by Contractor and ensure its compliance with all contract requirements.
8. Participate in reviewing Field Design Changes related to his discipline as submitted by Contractor by giving the technical position addressing any foreseen Cost and Time Impact.
9. Technical support and assessment to Contracts Engineer and Cost Engineer of Trend Notices Approved Variations and Claims.
10. Regular spot checks of material delivered to site related to his discipline. Directing the relevant Inspector/Engineer to continue inspection of stored materials on site to ensure it is as per approved materials and in good condition.
11. Closely monitor Inspector/ Engineer performance and advise the Construction Manager in case of deficiency or poor performance.
12. Technical support to PM Planning Engineer in respect to precedence of activities related to his discipline and optimum duration of each activity.
13. Attend technical Meetings with Consultant/Contractor and weekly Progress Meetings if required by Construction Manager.
14. Ensure Full coordination between all other disciplines/trades has been carried out for all External and Internal MEP services.
15. Review spare parts operation & maintenance manuals of trades related to his discipline and ensure compliance with contract requirements.
16. Participate with PM disciplines in reviewing the Close-out Report as submitted by Contractor.
17. Review As-Build drawings related to his discipline as submitted by Contractor. As-Build drawing shall be properly coordinated with the site inspection team to ensure it matches all site changes.
18. Witness pre-construction & commissioning activities related to his discipline and ensure full compliance with project requirements.
19. Ensure that any non-conformity has been reported through a Non Conformance Report (NCR). All NCRs shall be coordinated with the PM Senior Quality Assurance Engineer.

• Salary, varies upon experience in US$ .
• Mob. – demob. air fare will be considered
• Housing & transportation allowances will be provided.
• Health insurance will be provided.
• Work will be 48 hrs/week, extended to 6 days (Sat. to Thu.)
• Annual leave: 30 cal. days and no ticket will be provided

•Min 20 years of experience in buildings construction work supervision and contracts management.
•Experience in FIDIC or similar conditions of contracts desirable.
•Extensive experience of payment maters and re-measure contracts, Construction Supervision experience, experience of Claims and contractual matters, able to value variations, adjudicate claims and resolve construction disputes
•Preferable Experience in buildings, such as schools, offices, hotels, residential complexes, medical, towers etc.
•Previous experience with a Building Services Consultancy

Job Responsibilities
•Ability to negotiate terms, conditions and commercial issues with contractors
•Management and coordination of award process
•Able to analyze contract general terms and conditions to highlight areas of risk such as ambiguities, conflicts or deviations from the scope of work. As work proceeds, make recommendations to the Project Manager on the mitigation of these risks; able to closely monitor and support remedial actions and recommend appropriate tradeoffs.
•Contract administration including:
-Schedule administration
-Variation or change administration
-Risk management administration
